上海近远郊地区建设用地减量化差异探析
Research on differences in the reduction of developed land area in Shanghai suburbs

Abstract
A Three-Year Implementation Plan for Reduction of Developed Land was issued by the Shanghai Urban Planning and Land Resources Administration Bureau. Many variations of the plan were presented, mainly in terms of the timing of promotion of the plan by counties. In this study, we attempted to identify differences between suburban and outer suburban areas using a comparative analysis approach. We found that the governments of suburban areas actively support reduction, while governments of outer suburban areas passively promote reduction. Meanwhile, suburban governments actively promoted 198 industrial land reduction projects, whereas such promotion by outer suburban governments is lacking. Homestead reductions are generally rejected by farmers in suburban areas but supported by farmers in outer suburban areas. These differences are explained by interviews and investigations of the differences between these areas. Research shows that the differences in the reduction policy are an important motivation for the implementation of reduction.关键词
