Abstract
Lack of long-term supervision and incentive mechanism, the negligence of ecological protection, and the development on reserved resources are the problems in the current balance of arable land system. On the basis of local experiences and the need for reform, this paper suggests that the incentive mechanism for replenishing the quality and management of cultivated land, the mechanism for the coordinated development of balance of occupation and compensation of land and ecology must be established. In addition, inter-provincial mechanism, as well as the new way for requisition-compensation balance that improving quality level by land consolidation shall be offset against new cultivated land indexes of dynamic balance, and quality assurance in different places.关键词
