The Way of Transfer of Mineral Exploration Rights
摘要
Abstract
There are many arguments on the way of transfer of mineral exploration rights in the academicscircles. The reasons behind these arguments lie in the fact that the minerals difference of mineral exploration rightitself and metallogenic characteristics have brought the risk difference. Through reviewing policy and related documents pertaining to the way of transfer of mineral exploration rights, this paper summarizes several main ideas. According to the basic law of the market and regulation of mineral exploration rights, this paper has discussed the main ideas, and offers the future research directions and hotspots. These research directions and hotspots lay emphasis on the following. First, we must remain committed to the principles that the transfer of mineral exploration rights should be regarded market transfer as a normal state, and non-market transfer as an exception, whose further interpretation and analysisof the speciifc situation need to be further study. At present, the hot-spot areas where the transfer of mineral exploration rights are carried out have been centralized atwestern region, so we should develop our research initiatives on the standard, requirements, and marketization process of the transfer in these regions highly from the view of the strategy of ecological civilization. Finally, this paper points out that further research is needed to evaluate and adjust the way of transfer of mineral exploration rights according to the system of recourse taxation.关键词
