环境承载力视角下的中国区域划分--基于多指标省域面板数据的聚类分析
Regional Division of China from the View of Environmental Bearing Capacity---Clustering Analysis of Multivariable Panel Data

Abstract
This paper constructed evaluation index system from two angles of environmental pollution comprehensive assessment and pollutant discharge according to the standards . The system measured environment bearing capacity of the national and 29 provinces from 1989 to 2012 . It divided the regions from the view of environmental bearing capacity by clustering analysis of multivariable panel data . The study showed that :(1 ) the new regional clustering is obviously different from the traditional geographical division , which means that poli-cymakers should design more targeted regional different policies in environmental protection and governance from the view of environmental bearing capacity . (2 ) from the value of environmental bearing capacity , the regional environmental bearing capacity deterioration is obvi-ous and volatile after 2000 . The values of environmental bearing capacity of the first , second and third regions are close and cross , and have convergence . The fourth regional environmental bearing capacity has been showing volatility in the low present ;these provinces should become key provinces to enhance China's environmental bearing capacity , to reduce the differences of the regional environmental bearing capacity , and to homogenize environmental carrying capacity while achieving sustainable economic growth .关键词
