Constructing the Modern Public Culture Service System of the Resources Tended to Grass-roots: A Case of Dongying City in Shandong Province

Abstract
As a small and medium-sized coastal city, Dongying City is facing the problems of the east coastal developed cities and the difficulties of the midwest inland developing cities, so it has specimen value in constructing the public culture service system. In recent years, Dongying City has preliminarily constructed the modern public culture service system of the resources tended to grass-roots as the starting point in constructing provincial demonstration area of public culture service system of Shandong Province. But many problems exist in Dongying City, for example, the undersupply in public culture service, the unbalance of public culture in town and country, the lack of resources integrated power, the no strong talent team and the lagging of system design. To strengthen the construction of the modern public culture service system, the following tasks must be highlighted:government′s responsibility, platform construction, the innovation of carriers, social participation, talent guarantee, and system perfecting.关键词
