Green Development Orientation and Transformation of Government Functions
摘要
Abstract
Green Development belongs to the category of ecological civilization,which has important impli-cations and promotion for the transformation of government functions. Green development orientation promotes the transformation of"economic construction oriented"government,getting away from the micro economic inter-ventionand paying attention to macro economic regulation and control. But for the local government,optimize the industrial structure and reform the resource price formation mechanism are important points. The green de-velopment orientation promotes the government to return to the original function,that is to say,strengthening the social management,the supply of public goods and the function of market supervision. Because green devel-opment,"beautiful China"are the inherent requirements of building a harmonious society;the nature and exter-nality of public goods protecting the ecological environment determine the government's supply responsibility and regulatory mission. The green development orientation is also the driving factor to the reform of the govern-ment performance evaluation system. Without the reform and perfection of the government performance evalua-tion system,it is also difficult to ensure the real transformation of government functions.关键词
