Historic Succession,Strategic Inter-construction and the South China Sea Policy---A Strategic Inquiry into the Indonesian Joko Widodo Administration’s Strategy of Maritime Power

Abstract
Regional power,middle power and maritime power are the three main kinds of self-identity cog-nition of Indonesian diplomacy.The reason why the latest one becomes a strategy is not only a result of the Indonesian practice of three identities,namely historic succession,but also Joko Widodo administration’s consideration of the disadvantages of the former two.The strategy aimed at balancing the development of In-donesian regional ability of economy and security,coordinating Indonesian domestic practice,regional prac-tice and global practice and then to realize strategic inter-construction.The strategy is complementary and connective in purpose and characteristic.The maritime power is an integrated concept which highlights the economic and security meaning,each of which is cross-level and both of which are domain-connecting.The strategy influences the South China Sea Dispute strongly so that China should take advantage of Indonesian multi-roles to operate the strategic coincidence between China’s and Indonesia’s maritime nation construction mainly through the policy communication.关键词
