Transforming County into Urban District in Metropolitan Cities:Elements Involved and Process Optimization-A Case Study of Nanjing City
摘要
Abstract
In China, there is a certain degree of conflict between administrative division and regional economic in-tegration. In the process of the adjustment of administrative division, the phenomenon of the conflict of “adminis-trative regional economy” versus“development pole” is reflected to the full. Based on a case study of Nanjing City where the reform initiative aimed at transforming county into urban district has yielded fruitful results, this paper proposes that the optimization process of transforming county into urban district be facilitated through strict imple-mentation of the statutory approval procedures and overall optimization of the decision-making process under the guidance of theories relating to administrative regional economy, development pole and management science. To put it more specifically, the Provisions of the State Council concerning Administrative Division Management should be strictly enforced;clear objectives of county-district transformation should be outlined;relevant standards and crite-ria concerning county-district transformation should be established;optimal plans for transforming county into urban district should be formulated, appraised and carefully selected;and evaluation and feedback of these plans should be made in a timely manner.关键词
