摘要

Abstract

To effectively promote the coordinated development of each subsystem of hydropower engineering program and im-prove the synergy degree of the whole program as well as its individual parts, a synergy degree evaluation model based on entropy weight and TOPSIS is proposed aiming at the strong subjectivity of common evaluation methods. A hydropower engineering pro-gram synergy degree evaluation index system composed of six subsystems including information, resources, culture, target, envi-ronment, and organizational management and 19 secondary indexes is established. The entropy weight method is used to deter-mine the weight of each index while TOPSIS is adopted to calculate the relative closeness of each subsystem and the holistic close-ness of whole program in the four stages of initiation, planning, execution and control, completion. The empirical analysis of a hydropower engineering program shows that the overall synergy degree of the program is stable but low, which is in line with the actual situation.
