Abstract
By ifeld investigation, with ARC GIS software, this paper has calculated that the building-scale potential of high standard basic farmland located in a new district in the city of Suqian, Jiangsu province is about 5000 hectares (including the areas in which the construction of high standard basic farmland has been implemented). Through investigation and analysis of 16 villages of this new district, this paper points out the problems that we face in the construction of high standard basic farmland. These problems are related to project funding, ownership adjustment, maintenance of equipment, and public participation. In response to this, this paper argues that in order to develop high-standard farmland, we must strengthen organizational leadership, actively ifnd a proper property adjustment mechanism, enhance efforts to post-construction maintenance, step up our publicity initiatives, and improve the mechanism of public participation.关键词
