完善我国自然资源管理制度的系统架构
System Architecture in Respect of Improving Administrative Systems about Natural Resources of China
摘要
Abstract
This paper points out that in order to improve administrative systems about natural resources; we must remain committed to improving property system to take strict precautions against the source. “Highlighting a role, coordinating two relationships, and catching a key point” is the main thing we need to do. At the same time, scientiifc and complete spatial planning system should be put in place on the basis of the deployment of space and time concerning resource development. We should enhance efforts to underpin economic means of strict supervision over the process particularly those involving paid use of resources. As for natural resource price reform, this paper argues that we must remain committed to market-orientation. This means that we must highlight the price reform, establish a sound tax system pertaining to natural resources and its products, so as to make the value of natural resources be compensated. Furthermore, introducing damage liability must be the focus of our efforts with a view to enhance the establishment of consequences controls and responsibility investigation system of natural resource damage; and further introduce system for the auditing of performance of natural resources assets.关键词
