Abstract
In recent years,China has initiated a positive tactical move in the Indian Ocean and formulated a preliminary plan in which the land and the sea are given equal strategic importance.With regard to the strategic interests,it is no longer reasonable for the Chinese government to devise a future plan envisaging only the development in East Asia and in the Pacific Ocean,without taking the Indian Ocean into consider-ation.In fact,the external environment has provided a new strategic opportunity as well as the security premise for China's planning and controlling in the Indian Ocean,while domestically,China's development in strategic capability and strategy innovation offers a solid ground,even a relative advantage,for China's tactical planning in the Indian Ocean.Compared with the strategic moving in the Pacific,which is marked by numerous obstacles,the “Westward Strategy”will help China earn greater strategic interests at a smaller cost.This overall judgment is the core logic of China to incorporate the Indian Ocean into the strategic vi-sion,also the key to understanding the new attitude of Chinese on the current China Indian Ocean strategy.关键词
