中外灾害应急文化差异分析
Difference of Emergency Cultures between China and Some Foreign Countries

Abstract
The emergency culture is,influenced by various factors,very different between foreign countries and China.Comparing the difference between foreign countries’emergency culture and Chinese’s will be good to the construction of our emergency management system.Herein,different attitudes toward emergency between for-eign countries and China are discussed,and three detailed aspects are analyzed further.Firstly,emergency culture was divided into four parts from the perspective of attitude before and after emergency occurrence,and each part was discussed by the example of one typical country.Then the differences of emergency culture between China and foreign countries were analyzed from the view of personal role,the way of evaluation and responsibility investment, and appreciation culture,and so are the reasons behind these differences.Analysis found that China needs to en-courage personal role in emergency management,to enhance its emergency management system,and to learn ad-vanced ideals and values from other countries.关键词
