The Constructing and Promoting Method of Marine Industrial Strategic Innovation Alliance in Liaoning Province
摘要
Abstract
The problems in the development of marine economy in Liaoning Province are to a great extent a matter of ocean industrial innovation.This paper concluded the prior theory of the alliance,relative ma-ture industry,the enterprise's principal position,and the effective prerequisite of the alliance,based on the practice of exotic ocean industrial strategic innovation alliance,and then explained the ocean industri-al technical needs,developed the role of government platform,and reflected the provincial development strategic aim according to the principle of market economic operational rules.Therefore,the paper was going to provide the mode of contract type,equity type,functional type,and research and developing type,and to present the mechanism of alliance operational risk sharing,credit maintain,resource sharing and benefit guarantee.The paper also proposed the promoting methods on deepening the cognitive hori-zon,strengthening the market-driven platform,planning and improving the focal points.关键词
