Abstract
As both the promoter and facilitator for China's economic and political reforms ,Comrade Wan Li pioneered a thorough reform of the decision‐making system with the "double hundred" policy to exclude personal nature and establish a new awareness and method in decision‐making which is scientific and democratic to strike the highly centralized leadership system .In order to improve and develop the peo‐ple's congress system to be institutionalized and standardized ,he also did a lot of pathbreaking work inclu‐ding paying more attention to the legislative plan to highlight the legislative priorities ,emphasizing the in‐spection and supervision of legislative implementation ,and strengthening the systematic construction of the NPC itself .关键词
