Abstract
Reviews the three kinds of compensation models of“expropriation paid,maintenance free”“expropriation without compensation,maintenance paid”and“expropriation without compensation, maintenance free”in China. Puts six main measures of reform of the current system of forest ecological benefit compensation:administrative regulations formulated by the State Council,the Forest Ecologi-cal Benefit Compensation Ordinance;based on 2004 Constitutional Amendment and 2007 Property Law,determines compensation mode:expropriation compensation,maintenance paid;explicits cen-tral government,local governments bear the forest ecological benefit compensation funds responsibili-ties;clear forest ecological benefit compensation fund expenditure range;first compensation before expropriation;requisition compensation of category.关键词
