海洋执法机构整合背景下南海渔业的发展
The development of South China Sea fishery under the background of integrated maritime law enforcement agencies

Abstract
The development of the South China Sea ifsheries has important signiifcance for safeguarding sovereignty and marine rights and interests, promoting the development of resources and realizing the sustainable development of resources and environment. The implementation of China’s maritime strategy has imposed new requirements for the development of ifsheries in the South China Sea and the maintenance of marine rights and interests. Maritime law enforcement is an effective way to embody China’s maritime jurisdiction and maritime law enforcement effectiveness can also inlfuence the steady development of ifsheries. Maritime law enforcement dispersion and the management of the law enforcement system have become important factors restricting the rapid development of ifsheries. On the basis of analyzing the current situation of ifshery development in the South China Sea and the construction of maritime law enforcement forces and system, this paper points out that the current development of the South China Sea resources is facing the problem of increasing resistance to the development of the South China Sea, the development of oceanic ifsh resources, illegal ifshing, the integration of law enforcement is not complete, the ocean ifsheries law is not perfect, and the lack of ifsheries coordination platform. To promote the orderly development of the South China Sea ifsheries, this paper provides some suggestions as follows:strengthening the law enforcement, enhancing the bilateral cooperation and the South China Sea ifshery development, implementing the dynamic monitoring of ifshing vessels, regulating the production behavior of the South China Sea, establishing the law enforcement forces, perfecting the maritime legislation, regulating and coordinating the enforcement of maritime rights.关键词
