Function Orientation, Guide Mechanism and Operation Mechanism of Guide Funds in Sports Industry Develop-ment
摘要
Abstract
The guide funds of sports industry development is an important fiscal policy tool to the development of sports industry. It is necessary to explore its function orientation and analysis its guidance mechanism and build the operation mechanism. It will improve the use efficiency and play a better economic leverage of the fiscal funds. The article analyzes the necessity that the guide funds set up. The reasons of setting up the guide funds include to make up the positive externalities of sports products,to create a sports industry growth pole and to innovate the macroeconomic regulation and control means of sports in⁃dustry. This article clears up the function orientation and guide mechanism. The function orientations of the guide funds are:playing the guide role;strength⁃ening the government in regulating role in the development of sports industry;realizing the social capital scale,diversification and hierarchical of sports in⁃dustry investment. The guide mechanism of guide funds are:the capital expenditure structure reflects the government information in sports industry;the as⁃sessment supervision to the guide funds reduces the investment risk of social capital;obtaining the funds investment sets up the reputation of the investment projects. At last this article builds operation mechanism from the performance evaluation mechanism,risk control mechanism,dynamic mechanism,guarantee mechanism and coordination mechanism and so on.关键词
