Abstract
In order to provide a juriprudential basis for distinguishing the two kinds of illegal acts such asWithout Animal Quarantine andWithout Animal Quarantine Certiifcate,the different requirements and methods for evidence gathering,the scope of laws and regulations application,and responsibilities handling,et al. for the two kinds of unlawful acts were listed based on the violation of legal system,legal standard categories and legal status and so on.关键词
