渔业水域滩涂养殖权制度研究--基于福建省的实地调研
Research on cultivation right in fishery water area：based on field survey in Fujian province
摘要
Abstract
This paper based on the investigation data of mariculture conditions in Fujian Province. Due to the analysis of the development of cultivation right, the results show that local government pay less attention on mariculture institution but worry the following troubles; registration is not established, publicity is not specified; compensation is not clear, the certificate without relevant policies is difficult to implement; accreditation is not flexible, multi dilemma encountered. Improvement strategies of cultivation institution are proposed: improving mariculture planning, easing the contradiction between supply and demand; defining fishery basic operating system and fishery property rights system; improving related laws and regulations; encouraging a variety of mariculture methods, increasing the flexibility of legalization in mariculture.关键词
