Abstract
This paper, based on how to achieve “low-carbon development” and “green development”, has studied the international experience, analyzed the strategic significance and the domestic, put forwards to the suggestions: to establish the barriers to entry greenhouse gas control environment, promote the strategic EIA, strengthen cross cooperation in the field of environment and climate, improve the long-term mechanism on the basis of the information management, and so on, for promoting the domestic environmental impact assessment management mechanism innovation and providing reference line with the international situation.关键词
