Abstract
Abstrac [ Purpose/Significance] The“interactivity-triggered” characteristics of Internet public opinion has brought far-reaching impact on government policy decision-making. Studying the“interactivity-triggered” evolution characteristics and policy issue construction effect of internet public opinion based on a series of PX events which provides a new field for the research is helpful for transforming a social problem into a policy issue. [ Method/Process] This paper conducted a comparative analysis of four typical PX events. Firstly, it conclu-ded the connotation of“interactivity-triggered” internet public opinion around four aspects of timing, scope, intensity and response from governments. Secondly, it analyzed the “interactivity-triggered” evolution characteristics and policy issue construction effect of internet public opinion by phasing law. [ Result/Conclusion] The results show that, timing, scope and intensity will constraint internet public o-pinion and there are two interactivity states:“consensus-passive high response” and“struggle-passive negative response”;“interactivi-ty-triggered” internet public opinion evolution involves four stages of build, consensus, struggle and decline, with struggle as the core and decline as an inevitable result;“interactivity-triggered” internet public opinion can effectively boost social issues into policy agenda, and is also a new test for government to respond effectively toward it.关键词
