摘要
Abstract
Conducting macro regulation is both the objective requirement of the socialization production, and the inevitable choice for remedying market failure.Realizing the balance of total supply and total demand of mineral products is the goals for mineral resource macro regulation, which is composed ofstructural balance, sustainable economicdevelopment, the balance of mineral commodity import-export trade, and effective utilization of mineral resources.From the perspectives of supply,in accordance with the objective requirement of macro regulation, the policy system should include the macro-control systems such as reserving minerals at different administrative levels, maintaining stable growth, mineral commodity import-export trade,the domestic mineral resources, and overseas mineral resources.On the other side, according to functions of macro-control policy,we can regard this policy system as the basic policy system and core policy system.关键词
