国土资源政策助力赣州市脱贫的调研与思考
Investigation and Thought of How the Land and Resources Policy canPromotePoverty Alleviation in Ganzhou
摘要
Abstract
In this paper, we summarize the major progress and effectiveness in terms of poverty alleviation through the development of land and resourcesin Ganzhou as follows: (1)Enhance the capacity of regional development through geological prospecting; (2) Make disaster prevention andrelocation topromotepoverty alleviation;(3)Strengthen the mining environmental management, geological heritage protection, agricultural geology and environmental geology investigation, and supply the livelihood of land for development; (4) Promote the comprehensive land management and large-scale circulationvigorously; (5) Make use of the pilot development to promote local economyactively. Meanwhile, there’re several problems in Ganzhou: (1) Theavailable policy tools is rare and the effectiveness of povertyalleviation showed a decreasing trend; (2) It’sdififcult to operate some part of poverty alleviation policies, and there’s a long way to establish the long-term mechanism, also there’s a shortage of land allocation; (3) The new geological work system need to be strengthened and there’re other issues. In the end we promote some recommendation for further work: (1) We should set the policy precisely, pay close attention to itsreality effect; (2) We should integratethe resources to help disaster and poor immigrants and promotethe "one step urbanization"process; (3) We shouldmake shiftthe idea of poverty alleviation policies of mineral resources, to build long-term mechanism of the sustained development of regional mining economy; (4) We should innovate land supply policy tools to actively explore land and resources in order to provide new ways of povertyalleviation.关键词
