Abstract
The roots of the landproblems concerningurban villages’ reconstruction in Guangzhouare the absence of renewal institution, themisplacedrole of government, and the vague objectives of reconstruction. We put forward suggestions as follows.Solvethe problem of collective land reform through institutional innovation and optimization, and improve the relevant laws and regulations for "Urban Villages" reconstruction starting with the top-level design, to innovatethe land use patternsin urban village. Then, rationalize the government responsibilitiesfrom the perspective ofdemocratic legal system building, and enhance the participationsense ofstakeholder. Besides,reflecturban share from detailed care, establish a correct concept of urbanization, and promote human urbanizationstartingwith improving people's livelihood and social security, to realize the ultimate goal of urban villages’ reconstruction.关键词
