Abstract
Based on the “Guidance of the Central Government about Deepening the Reform of State-owned Enterprises”,using Temasek’s experience and patterns of Singapore,and from fine classification of state-owned enterprises, this paper puts forward different design ideas of the reform of different state-owned enterprises,emphasizes that state-owned capital operating companies are fit for competitive state-owned enterprises,makes it clear that the enterprises which state-owned capital operating companies invest,should implement fully mixed ownership and market-oriented operation mechanism in order to achieve the goal of high return of state-owned capital.关键词
