摘要
Abstract
The innovation on water resource management and establishment of work coordination mechanism of water resources protection and water pollution control is required because of the severe situation of water pollution and the urgent need for clean water environment. Aiming at the problems such as different management objectives, incompatible management standards and specifications, lack of integrated linkage of the management system, insufficient link-up of management aspects, management o-verlap and so on, the collaboration mechanism of establishing the water resources protection and water pollution control is dis-cussed. The effective collaboration mechanism should be established from 5 aspects of the control of total pollutant discharge into rivers and lakes, standardized management of water monitoring, construction of water monitoring system and joint law enforcement of water environment, the supervision and management of lake and river pollution process, the protection of drinking water source and groundwater resources. Furthermore, the coordination mechanism could be established in three dimensions of the national level, the river basin level and the local level, so as to promote mutual understanding of multiple departments and to work in col-laboration. It's suggested to promote the coordination mechanism through top-level design such as planning compiling, policy making and so on.关键词
