摘要
Abstract
How to improve the ability of local governance is directly related to the goal of governance modernization. The district of Shangcheng in Hangzhou city used modern standardization tools to promote the integration of government information, working process, specification of public service and effective communication with the public. It reflects the concept of service-oriented government and law-oriented government. Within the framework of law-based administration, it manages to regulate government authority and improve service performance through the way of optimizing local governance. Based on the analysis of the plight of local governance, the paper studies concepts and practices of government management and public service standardization, and summarizes the basic standardization experience providing suggestions of further development.关键词
