阜新海棠山自然保护区的价值与管理问题探析
Value and Issue of Haitangshan National Nature Reserve in Fuxin
摘要
Abstract
The construction of ecological civilization is both opportunities and challenges for HaiTangshan na-tional nature reserve.There are six value in the construction of ecological civilization for Haitangshan national nature reserve:(1 )the ecological protection and environmental recovery;(2 )ecological barrier and species gene pool;(3)ecological tourism and environmental education;(4)the protection of cultural relics and tourism development;(5 )Regional development and industrial optimization ;(6 )religious activities and cul-tural exchanges;(7)national unity and social stability.But,at the same time,there are five aspects of the outstanding problems restrict the construction of ecological civilization value into full play in Haitangshan na-tional nature reserve.These problems include:(1 )the range is broad and content is more,regulatory difficul-ties are more and hard;(2 )less protection personnel,hard protection task ;(3 )ecological compensation a-mount is low,less protection funds,the government attaches insufficient importance to Haitangshan national nature reserve;(4)the surrounding community residents have strong dependence on protected areas,the seri-ous threat of protected areas;(5 )Management system is confused,conflicts between stakeholders.This article put forward six countermeasures to promote the development of Haitangshan national nature reserve.The fol-lowing work would require the relevant departments to suit the remedy to the case,to solve the problem,pro-mote the healthy development of Haitangshan national nature reserve in the construction of ecological civiliza-tion and exert its positive value and contribution.关键词
