中国农村水污染防治政策的发展与挑战
On Development and Challenges of Water Pollution Control Policy in China′s Rural Area
摘要
Abstract
With an analysis to policies and practices of water pollution prevention in rural China, we find that development in policy making generally can be divided into three stages: the first stage was before mid-1990s when water pollution began to arise in rural areas while prevention policies were ignored;the second stage was after mid-1990s, when the water pollution became serious and relevant prevention policies were introduced;the third stage was around 2011 when the system of water governance was strengthened and improved.Current chal-lenges of rural water pollution control are mainly in the following aspects:first, industrial and urban pollution are transferring to the rural areas;second, less budget is poured into rural water governance than to the urban areas;third, there are still a number of gaps in prevention and governance policies.Faced with these challenges, the policy can be optimized in terms of policy support, policy participation, and policy innovation.关键词
