Abstract
Since the establishment of central geological exploration fund, the initiatives in right management system have been improved constantly. The efforts have been made in the following aspects: working out measures for the management of the rights and interests, setting up the exploration evaluation system, implementing contact management, and exploring mineral resources in accordance with the law. At the same time, owing to the innovativeness, integrity, scientiifc nature, lfexibility, and preciseness that characterize the work of rights management, some problems that we encountered in the work of right management. These are: location unknown, a shortage of attention, lack of necessary institution, and weak policy support. Against this backdrop, this paper proposes that we should clearly deifne the orientation of rights management, attach importance to and standardize this work. In addition, we should establish a framework of system to underpin right management, build a green channel, and strengthen the guarantee of policy.关键词
