Abstract
This paper has discussed the meaning of mineral resources, mineral resource ownership, and mining rights; and has analyzed their characteristics. Speciifcally, it points out that mineral resourcenational owner’s equity include the rights and interests for compensating the consumption of mineral resources, and the rights for mineral resources utilization.Moreover, national initial owners' equityof mining rightsmeans that the national rightsfor using mineral resources,excluding the rights and interests for compensating mineral resources consumption.Value composition of mining rights includesmining right national initial owners' equity (rights and interests) and mining right investor’s returns (rights and interests). Mining right price means that in market economy conditions, the state, in the ownership of national initial production factors of mining right,participates in distribution of social value. The connotation of mining right price represents the value of the national initial mining rights; and the right and interests of mining right of national initial ownership (of which the interests of national investors is included).关键词
