The Sober Reflection of Municipal Undergraduate University’ s Transition Development

Abstract
Transition development is the inherent existing logic of university and the realistic require-ment to raise the satisfaction degree of higher education.If municipal undergraduate universities’ tran-sition development is to realize the school mission and system’ s transformation from academic-based to application-oriented,the key will be to carry out institutional system reform by guiding the external control mode that is from above to below and outside and inside into the direction reversal’ s internal control mode.It is not just a two-man comic jointly played by education supervision departments and municipal undergraduate universities,but a process that needs the mutual participation and support, relocation and adjustment of government,industry enterprises,general public and other stakeholders.关键词
