农村宅基地退出农民权益保障研究综述及展望
An overview and future research trends of peasants’ rights and interest protection in rural residential land exit
摘要
Abstract
It is easy to neglect the security, rights and interests of peasant farmers when they leave rural residential land. Based on peasants’ rights during the process of rural homestead exit, we summarize and analyze the existing weaknesses and trends in the current research. We argue that the value of rural residential land should be market-oriented, and compensation should be calculated by using a scientiifc evaluation method. We should balance fairness and efifciency, and assign prices based on the local conditions. A diversiifed compensation model should be set up, where farmers can select the compensation modes according to their own need of development and life. We should implement social security for the migrant farmers in cities to ensure their security in terms of health care, and jobs, etc., and safeguard the rights and interests of farmers leaving their homesteads.关键词
