政府对竞技体育发展方式干预的影响因素及重构任务
Factors Which Influencing Government Intervening the Mode of Development of Competitive Sports and the Refactoring Tasks about Their Relationship

Abstract
In order to inspect the question of government intervening the mode of the development of competitive sports in China ,this paper studied the in⁃fluencing their relationship factors,and the reconstructing tasks on their relations,by interview survey method,questionnaire survey method,mathematical statistics method,field observation method. Study suggests that influencing factors can be conclude 4 major categories:international competition environment factors,domestic development condition factors,external constrainted factors and inherent obstacle factors. The extent of international and the domestic basis for the development of competitive sports are the objective reality,which affecting the way of government’s intervention. The more important diplomatic impli⁃cations of competitive sports,the more weak domestic development condition and foundation,the more intervention were imposed by the government. Refac⁃toring tasks on their relationship embodied in three aspects:the obstacles needs to be overcome,the value orientation and the path need to be adjusted. It is the prerequisite that planning the top design to the development of competitive sports. And adjusting the way of government intervention ,to form the polycen⁃tric governance is the current reform goals and direction. Our government need reasonably adjust management organization,value orientation,gravity of man⁃agement functions and management authority,scope according to the current development environment and conditions,and motivate schools,clubs,families and individuals further involved in the development of sports,as to make greater choice space for the development of competitive sports. Our government also need to determine their intervention way and degree according to the three kinds of products’properties and characteristics of the competitive proud,athletic performance and competitive participate.关键词
