摘要
Abstract
By reviewing the summary of geological prospecting units in "Twelfth Five Year Plan" period, we analyze the institutional and mechanism change in "Thirteenth Five Year Plan" period we may face, and put forward the direction shift from the following strategic perspectives: the overall development, the problem-oriented, system construction, the key tasks and development measure. Firstly, from the overall development strategy, we should redeifned the team, industry, the overall layout of the organizational structure; Secondly, we should re-build problem-oriented management model, business model and proift model; Thirdly, we should build the system to optimize cadres, establish new incentive and restraint mechanisms, inspectors and performance appraisal system; Fourthly, we should take the five new development concept as the lead, and take problem-oriented as a starting point to determine the key tasks for the next ifve years; Fifthly, we should seize the high ground in the development strategies, expand the growth, seize the key points and foster good innovation.关键词
