Abstract
With the large-scale development and higher standards of living in the rural areas, the pressure of the rural environment has been increased continuously�The rural environmental problems have become the important content of the problems about Agriculture, Rural areas and Peasantry�However, due to the late start, weak foundation, more debt, large, there exist a huge contrast between the input and effectiveness of rural and urban environmental protection management�At present, our country mainly focus on agricultural non-point source pollution prevention and control of rural human settlements pollution, however, the rural natural ecological environmental protection has not been fully paid attention to�Mainly problems are as the following: firstly, the range of Chinese rural environmental regulation is relatively narrow; secondly, the functions of the departments are not clear; thirdly, the capacity of environmental supervision is weak; then the means of supervision measures are not enough; and last, the people's initiative is still not aroused�Europe and the United States and Japan and other developed countries have a high level of urbanization, rural environmental protection started early�These countries provides us experiences in management system and mechanism�Our country should pay full attention to the protection of the rural environment, speed up the rural environmental supervision system reform and mechanism innovation, focus on three major areas of environmental problems, establish overall decision management system, realize the normalization of management mechanism, and improve the rural environmental monitoring system.关键词
