Abstract
May 2015, the Central Committee of the Communist Party of China, the State Council issued<on accelerating the construction of Ecological Civilization Views >, the spatial pattern of land development was further optimized, more efficient use of resources, ecological overall improvement in environmental quality, and so on�Land is carrier of the construction of ecological civilization, sound system of spatial planning, scientific and reasonable layout and production space, living space, ecological space�New urbanization needs to establish a diversified and sustainable funding mechanism, in the national policy of the strong call and support, the government and social capital public-private partnership PPP model has become an important channel for the development of new urbanization, water resources to protect public services as the core of the water industry, becoming an important market PPP model. Through the expatiate on the traditional water projects in PPP mode problem, analysis with space intensive wastewater treatment mode of investment in construction and operation of urban sewage treatment plant, with intensive land use, ecological environment, comprehensive income good advantage, thus better promote the background of new urban water resources of public services in the PPP model in the capital cooperation, especially in local government finance payment ability is insufficient and small towns and economic underdeveloped areas, space intensive sewage processing green water industrial complex can form better diversified business model and ease fiscal payment pressure.关键词
