Abstract
The paper analyzes the existing conditions of the supervision, control, search and rescue (SAR) for the Heilongjiang River during the ice flow period as well as the relevant difficulties. It provides suggestions on establishing the first multidimensional system for the supervision, control, and SAR of the river in such a period. The system is intended to fill the gap in the maritime control and SAR of the boundary river during the ice flow period and set up a safety net for safeguarding the people’s lives.关键词
