公立医院公共卫生服务补偿方式探析
Study on compensation method for public health services in public hospitals
摘要
Abstract
The current delivery and compensation situation of public health services in public hospitals in Shanghai were presented. There were two types of compensation methods:cost-based and performance-based. There were internal relations between the methods mentioned above,as well as advantages and disadvantages of them in practical application. Considering the diversity of public health services,it was suggested that capitation,payment-based on price differences and performance-based payment be chosen for different public health services. It was also proposed that related departments classify public health services from perspective of compensation,set subsidy standard based on cost study,and build a pay-for-performance system at last to compensate public health services of public hospitals. A part of public health services could be purchased from private hospitals.关键词
