Abstract
According to the new situation and problems of river sand exploiting administration in Xingan County, the author points out that only water conservancy department undertaking administration of river sand exploiting can not adapt to the current situation, the water conservancy law shall be revised and improved. Conditions for establishing a comprehensive administration authority are not ready for the time being, so the author points out that government shall pay more attention, and put forward the comprehensive river course administration mode incorporating joint management of water conservancy and land departments with early intervention of political legal department.关键词
