政府资助项目科技创新激励机制研究
On the Research of Motivation System of Scientific and Technological Innovation for Government Funding Projects
摘要
Abstract
Comparing with the Bayh-Dole Act, there are many problems in the motivation system of scientific and techno-logical innovation for government funding projects that there are not clear regulation between the state ownership and inter-vention, short of incentive mechanism for innovators in their intellectual property rights, limited awards for science and technology and lower payment for the scientific researchers, and so on. Therefore, we must perfect our motivation mecha-nism of scientific and technological innovation for government funding projects, regulate the conditions of the state ownership and intervention in detail, build a system for innovators to share the intellectual property rights, enlarge the cov-erage of awards for science and technology and build a salary system for scientific researchers.关键词
