基站系统作为移动通信的主要设备，是节能减排的重要对象。主要探讨了基于自组织网络的基站自优化节能技术以降低OPEX，包括实现自优化节能的自组织网络架构、节能性能KPI参数处理和基站系统节能实施方案，使基站系统在不影响网络QoS的前提下，实现基于自组织网络的基站自优化节能控制。
