成本有效性视角下京津冀空气污染协同治理制度创新研究
Innovation Research on Collaborative Governance System of the Air Pollution in Beijing-Tianjin-Hebei from the Cost-effectiveness Perspective

Abstract
This paper, with the foundation of the cost-effectiveness of collaborative governance system of air pollution in Beijing-Tianjin-Hebei, argues that as a result of the imperfect laws and regulations during inter-regional collabo-rative governance, and the undeveloped systems and mechanisms about the information-sharing, benefit compensa-tion, and management, it has increased transaction costs of collaborative governance within Beijing-Tianjin-Hebei, so that the efficiency of collaborative governance is reduced. Therefore, we should accelerate the improvement of the system and mechanism innovation of Beijing-Tianjin-Hebei collaborative governance, focus on strengthening the economic incentives of the ecological compensation and emissions trading in Beijing-Tianjin-Hebei, in order to a-chieve long-term effects of collaborative governance in Beijing-Tianjin-Hebei.关键词
