Abstract
The paper introduced two American emergency regulations of SPCC ( Spill Prevention, Control, and Countermeasure) and RMP(Risk Management Program). It illustrated the reason for US designed environmental emergency plan should be paid enough attention to leakage substances properties, leakage substances weight, leakage substances source position, and the pre-scenarios of clearing and recovery after leakage substances.关键词
