Abstract
Promoters of ″environmental regulatory reform″pay more attention to theoretical efficiency, while pla-cing inadequate emphasis on actual decision-making costs and implementation constraints. Although the existing environmental regulation approach has some defects, but it doesn′t mean that any other approaches would neces-sarily perform better. During the practice of environmental regulation, the critical issue is not which regulatory system aspires to ideal ″efficiency″but which is most likely to be proven effective.关键词
