Framework Design of Groundwater Resources Use Regulation System in China

Abstract
The concepts and contents of groundwater resources use regulation were defined firstly by this paper. Then the framework of the groundwater resources use regulation system was built, which included three primary contents, namely use program regulation, use degree regulation and use change regulation of groundwater resources. And on the basis of these, the regulation contents were subdivided into nine detailed contents. Finally, the main points of groundwater resources use regulation system building in China were analyzed from three aspects. The first one was straightening out the relationship between the groundwater resources use regulation and the national overall development strategy. The second one was strengthening the linkage between the groundwater resources use regulation and the existing groundwater management and protection strategy. And the last one was strengthening the legislation building of groundwater resources use regulation.关键词
