Research on Nature of GPA Parties’ Public Procurement Entities

Abstract
GPA gives no unified definition of public procurement entities and only describes public procurement as“governmental purposes”, which leads to disputes on the scope of public procurement entities. After China launched the GPA accession negotiation in 2007, SOEs is the focus of various parties. This paper analyses the scopes of public procurement entities in USA, EU and Korea, and explores common characteristics on establishment basis, formation and government control, then discusses legal person nature of public procurement entities in order to give a new angle to China’s GPA accession negotiation.关键词
