Abstract
In order to realize the synchronized operation of the high-speed railway public network coverage project and the railway, this paper analyzes the key points in the implementation of the public network coverage project and addresses the poor coordination between telecom operators and the railway departments. Thus, it is proposed that the design institute and construction contractor, both of whom are familiar with railway system, are joined together to undertake the engineering and the construction with corresponding responsibilities for fast progress of the project. Then the feasibility of this kind of construction mode is analyzed and justified by the successful Jinhua-Lishui-Wenzhou railway project with detailed management practices by the general contractor. It is hoped that this kind of contract mode is popularized in the implementation of high-speed railway public network.关键词
