新常态下土地督察和土地监察协作对策研究
Research on Collaboration Countermeasures of Land Supervision and Land Monitoring under the New Normal
摘要
Abstract
Under the new normal background of economic slowdown and structural adjustment, land and resources management in China faces many challenges, such as the structural adjustment of land requirements, the change of land allocation mode and so on. Combined with the new regulatory requirements and the status of land law enforcement, we analyzed the necessity and possibility of collaboration between land supervision and land monitoring, as well as the current laws and regulations, information communication, organization and operation mechanism. Finally, we put several suggestions. Firstly, improve laws and regulations to strengthen the basis for cooperation; secondly, sound the supervision platform for information sharing; thirdly, set up a special institute to coordinate the collaboration work; fourthly, establish the shared responsibility mechanism and clarify the collaboration division; iffthly, innovate the operating mechanism to improve the operability of collaboration.关键词
